Despite the widespread ban on body swapping technology, many governments continued to use it in secret. In fact, many conspiracy theorists surmised that the government’s use of the technology was the exact reason it was banned in private.

Of course, how could the government give up such an amazing technology? If a dictator was causing trouble, it was so easy to zap an elite force into nearby bodies to assassinate that leader.
