The theory was simple enough. Most crimes were committed by men, aged 18-24, and the link to male hormones had become undeniable. Getting to the solution proved much harder, but it was only a matter of time before extreme measures were taken. Simply put: Any man between the ages of 18 and 24 would be forcedly transformed into a woman until their 26th birthday.
Arvin was one of the first convicted under the program. Even though his crimes of trespass and defacing property were relatively minor, the punishment was still transformation.
He saw the punishment as getting off easy -- in fact, it didn’t seem much of a punishment at all to him. On the day after his sentence started, he was back to the exact same behavior, regardless of what his body looked like. Of course, the subject matter of his defacement had changed somewhat...
